Privacy Policy
Last updated: October 16, 2026
PAVEx Development Inc. ("we", "us") makes TALA, a traffic counting and road-wear tool for Philippine local government units. This policy explains what personal data we handle, why, and the choices you have. We process personal data in line with the Philippine Data Privacy Act of 2012 (Republic Act No. 10173) and its Implementing Rules and Regulations.
1The short version
- Your video stays on your computer. The TALA desktop app watches the footage and counts the vehicles on your own PC. We never receive your video, your live camera feeds or the vehicle pictures.
- Only the totals go to the dashboard. What is uploaded is numbers: how many vehicles of each type passed, which way they went, in which hour, and the road wear they caused.
- We do not sell data, show ads, or use tracking cookies.
2What we collect
- Account details: your name, work email, organization and role. Your TALA administrator creates the account; there is no public sign-up. Passwords are stored only in scrambled (hashed) form by our sign-in provider.
- Traffic results you upload: each camera site's name and map location, the recording date and length, vehicle counts by type, direction and hour, and the road-wear figures worked out from them. These results do not contain pictures, plate numbers or anything else that identifies a person.
- Sign-in and technical data: sign-in times, IP address, browser and device type, and error details, kept in our providers' logs to run and secure the service.
- Messages: anything you send us by email, such as support or demo requests.
3What stays on your computer
The desktop app processes video files and live camera streams on the computer it is installed on. It keeps a vehicle log there: a picture, time and street for every vehicle counted, so your staff can check the counts. This log is never uploaded to us.
Before a picture is saved, TALA automatically blurs faces and plate numbers. The time stamp printed on the CCTV picture is kept sharp so rows can be checked against the footage. Blurring is automatic and can miss some faces or plates, for example plates mounted at an angle. Your organization can also set TALA to delete pictures after a set number of days; the counts are kept.
Because your organization chooses the cameras and holds the footage and the vehicle log, your organization is the personal information controller for them and is responsible for having a lawful basis to record and keep CCTV footage.
4How we use it
- To sign you in and show your organization's results on the dashboard and in reports.
- To keep the service working and secure, and to fix problems.
- To answer support questions and send notices about the service.
- To improve TALA's accuracy using totals that do not identify anyone.
- To meet legal obligations.
5Legal basis
We process personal data to perform our contract with your organization, for our legitimate interest in running and securing the service, to comply with the law, and, where needed, with your consent.
6Who else handles it
We do not sell personal data. We share it only with service providers that work on our instructions, and with authorities when the law requires it:
| Provider | What for |
|---|---|
| Supabase | Sign-in and the database that holds accounts and traffic results (servers in Singapore) |
| Vercel | Hosting this website |
| Google Fonts, cdnjs | Loading the website's fonts and code libraries |
| OpenStreetMap / OpenFreeMap | Map pictures on the dashboard |
| Google Drive | Delivering the desktop app installer |
| PyTorch (download.pytorch.org) | The graphics-card pack the desktop app downloads once on first start |
These providers may receive your IP address when your browser or the app connects to them. Some of them store data outside the Philippines; we use providers that protect data to a standard comparable to the Data Privacy Act.
7Cookies and browser storage
We do not use advertising or tracking cookies. When you sign in, the dashboard keeps a sign-in token in your browser's storage so you stay signed in. Signing out removes it.
8How long we keep it
Accounts are kept while your organization uses TALA. Traffic results are kept until your organization removes them (sessions can be removed on the dashboard) or the agreement ends. After that we delete or return your organization's data within a reasonable time, unless the law requires us to keep it. Provider logs are kept for a limited period set by each provider.
9Security
Data is encrypted while it travels between the app, your browser and our servers. Accounts are created only by administrators, and changing or removing data on the dashboard requires signing in. No system is perfectly secure. If a breach affects personal data, we will notify the National Privacy Commission and the people affected as the law requires.
10Your rights
Under the Data Privacy Act you have the right to be informed, to access, to correct, to object, to have data erased or blocked, to data portability, and to claim damages. You may also file a complaint with the National Privacy Commission. To use these rights, email us from the address on your account.
11Children
TALA is a professional tool for government and engineering offices. It is not meant for anyone under 18.
12Changes and contact
We may update this policy and will change the date at the top when we do. Questions and requests go to our Data Protection Officer at admin@pavexdevinc.com, PAVEx Development Inc., Pasig City, Philippines.
